2024 Paving Contracts Out to Bid

The City of Morro Bay is getting ready to do its annual round of street maintenance and has notices out for a pair of related contracts.

The first contract is for someone to do construction management and inspections on the “2024 Pavement Rehabilitation Project,” as it’s officially called.

There isn’t a cost estimated with this contract, as the City will judge bidders based on experience, qualifications and cost-effectiveness,” according to the notice. Proposals are due by 5 p.m. Friday, Aug. 9.

The second contract is for the actual construction work which could include slurry sealing, pavement repair and repaving, as well as fixing any manholes that might need to be raised and utilities. The City also didn’t publish an engineer’s estimate for this but it only has a certain amount of money budgeted.

“The Engineering Division,” reads the RFP, “has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer’s estimate of the project cost since this information may tend to influence the number and nature of bids received.”

Regardless, the contract will have to be finished in 90 working days (excluding weekends and holidays). The deadline for bids is Thursday, Aug. 15.

Assuming the contracts are approved by City Council at the Council meeting on Aug. 27, the companies could be expected to begin the project sometime in mid-September and be done in December or earlier depending greatly on the weather.

The City should be sending out notices on road closures and detours as the work progresses. Readers are asked to be attentive and patiently drive slow through these construction zones, which will have flagmen directing traffic.

Money for the annual pavement rehab project comes largely from the City’s Measure Q, half-cent sales tax, plus various other State and Federal roads monies. It usually runs about $2 million a year.
