Question for City Council Good day MB Council

Will someone on the council please answer this question for our Morro Bay community members? 

Why was Cayucos able to complete their sewer on time for $31,741,725 (https://www.cayucossd.org/files/6e48ee359/Connection+and+Inspection+Fee+Rate+Increase.pdf)  during COVID, supply chain issues and inflation with no protests or complaints from citizens, no delays, no locational problems, no significant overages that weren’t covered by contingency reserves, and even add environmentally sound solar built in to reduce ongoing operating costs?
